Source SDK 2004
I've wanted to try this version for a while now. I found it archived on GitHub, but when I try to run it, a message appears saying, “This application cannot be run on this computer.” I know it's a pretty old kit, but I wanted to know if there's any way to run it on modern operating systems.

That tool is outdated, now you must use Source 2013 (sp or mp), or the Hammer.exe in yourgame/bin folder.
If the game you want to map for is supported, consider to try Hammer++, featuring a lot of improvements.

I've been using Hammer++ for a while now; I just wanted to know if I could open that version of the SDK.
You downloaded it wrong. Use Git LFS

It worked, thank you very much, although now I'm getting another error, "The entry point for the procedure cannot be found in the dynamic link library"

You need a copy of Half-Life 2 from December 2004. I cannot tell you where to get this
