I was hacked friday night and lost my recovery Email and everything. Factory reset the PC new Email addresses the works and couldn't access my steam account,but also couldn't use my recovery email.
I cant remember the exact forum, but i found a step by step guide to getting in touch with Steam and resolving the issue.
wish i could be of more help ,but i was really tired and stressed.
It involved creating a new account and using a new email address along with showing purchase reciepts for my account from my online banking. wish i could be more help as the whole situation was incredibly frustrating.

It seems like this was just some strange issue I ran into. Works again.
