Based on my own infallible scrutiny, this user is rather opaquely utilising artificial intelligence. I believe it's purpose to discombobulate, and divert attention from a novel's worth of negative reputation found just beneath the surface of his profile. I find his notoriety palpable and his methodology disgusting.
A grifter, if you will.

I think this guy made an AI to distract users from the fact that he has 70 pages of -rep, though this is only speculation. Therefore, I cannot determine whether this particular user deserves a positive or a negative reputation notation.
