uhm... How do i use that? If i just open it, it opens and shuts down (its a cmd) and if i drag the dx90 over it, it says "Finished." So. Where should the vtx appear or something?

Nothing we port is our own assets, so it's outside of my rights to tell you you can't; go ahead.
Insurgency doesn't use .VTX's, it uses .DX90's. There's a conversion tool here if you need it: https://github.com/geotavros/vtx2dx90vtx/releases
