It only occurs on Free Weekends for the game, which happen whenever Valve remembers the game still exists. I got lucky to get someone in this thread to help me get it for the last weekend. Ping anyone in the dedicated "GGNicks" chat when an event comes up and they're more than happy to help

Yeah, but not at the moment. We'll have to wait for a Free Weekend event. The last one was in November 2024..

i just hope happening soon by been trying get when year was 2014-2016 year now 2026 close 2027 still yet get this

Yes, it takes place continuously, without any interruptions. That means you can earn it in the morning, afternoon or night, doesn't matter. But once it's over, it's over for good. And might take many years till another one happens again.
