Herr Hiesenburgh, in the wake of the recent revolutions within the Austrian Empire that have taken place between 1848 to 1849, the Emperor has expressed his concern of breaches against the Austrian conservatism and the entailing policies of the Minister-President and his faction and the entirety of imperial security within the regions of the empire. What concerns His Imperial Majesty the most is the Balkan States, while certainly an army present within Croatia is enough to deter insurrection we would like you to personally look into the matter and discover the thoughts that transpire within the Balkans to prevent rebellion due to a surge in respective nationalism, liberalism, and socialism. Please also detail the quality and quantity of constabulary forces within the region. All the empire desires is long peace and tranquility between the different nationalities that co-exist under the Emperor and the needs of the people will be handled accordingly by His Imperial Majesty's Government and regional administration and our gracious Emperor.
