Recover missing achievements & apps

The Steam Recover guide just received an update:

With the help of a Tampermonkey/Greasemonkey userscript finding missing data has become much easier. As it's a self-service tool the process of crosschecking won't require as much help from us anymore as it did before either.

Recovering licenses usually has a positive effect on other trackers as well.

Why is sometimes such a huge delay between completion and registering on the website ?

And some games are never counted as completed (even after reinstall/restart, what helps sometimes)
